El rezago judicial en Puebla se acentu\u00f3 durante 2024<\/strong>. Aunque el presupuesto del Poder Judicial local creci\u00f3 27.4%, las resoluciones en todas las materias disminuyeron 34.5% respecto al a\u00f1o anterior<\/strong>, de acuerdo con el Censo Nacional de Impartici\u00f3n de Justicia Estatal 2025 del INEGI.<\/p>\n\n\n\n

El a\u00f1o cerr\u00f3 con solo 63 sentencias condenatorias en materia penal<\/strong>, que incluyen delitos como homicidio, feminicidio, robo y extorsi\u00f3n.<\/strong> Para especialistas, esta baja productividad judicial refleja ineficiencia institucional y refuerza la desconfianza social<\/strong> hacia las autoridades encargadas de impartir justicia.<\/p>\n\n\n\n

Poder Judicial con m\u00e1s recursos, pero menos resultados<\/strong><\/h3>\n\n\n\n

En 2024, Puebla se ubic\u00f3 entre los cinco estados con mayor n\u00famero de jueces<\/strong>, al contar con 124 juzgadores y 26 magistrados. Sin embargo, el personal administrativo representa el 95.1%<\/strong> de la plantilla total del Poder Judicial, mientras que solo 4.9% se dedica directamente a dictar sentencias.<\/strong><\/p>\n\n\n\n

Durante ese a\u00f1o, se emitieron 27,675 resoluciones<\/strong>, de las cuales el 59% correspondi\u00f3 a asuntos familiares y el resto a temas civiles, mercantiles, laborales y penales.<\/strong> Los conflictos familiares \u2014violencia dom\u00e9stica, custodia y pensi\u00f3n alimenticia<\/strong>\u2014 siguen siendo los de mayor incidencia.<\/p>\n\n\n\n

Pese a contar con 150 juzgadores, el n\u00famero de sentencias cay\u00f3 frente a 2023, cuando se registraron 42,277<\/strong>. En contraste, el presupuesto pas\u00f3 de 1,369 a 1,744 millones de pesos.<\/strong><\/p>\n\n\n\n

Expertos advierten un panorama poco alentador<\/strong><\/h3>\n\n\n\n

De acuerdo con Jonathan Carlos Amaro Hern\u00e1ndez<\/a><\/strong>, acad\u00e9mico de la Escuela Libre de Derecho de Puebla<\/a>, el sistema judicial enfrenta un c\u00edrculo de desconfianza y lentitud procesal. La falta de denuncias, la carga de trabajo y las pr\u00e1cticas dilatorias <\/strong>de algunos litigantes agravan el retraso.<\/p>\n\n\n\n

Amaro advierte que la elecci\u00f3n popular de jueces locales prevista para 2027 podr\u00eda complicar la situaci\u00f3n<\/strong>, ya que los nuevos juzgadores podr\u00edan carecer de experiencia suficiente.<\/p>\n\n\n\n

Organizaciones como Impunidad Cero<\/strong> se\u00f1alan que en Puebla solo el 0.42% de los delitos denunciados se resuelven<\/strong>, lo que muestra una baja efectividad en la impartici\u00f3n de justicia.<\/p>\n\n\n\n
