Este enfoque establece que el transporte, la infraestructura vial y los espacios p\u00fablicos deben dise\u00f1arse para ser utilizados por el mayor n\u00famero de personas posible, sin necesidad de adaptaciones posteriores.<\/p>\n\n\n\n<p>De acuerdo con la exposici\u00f3n de motivos, la reforma a la Ley de Movilidad en Hidalgo parte de la premisa de que la movilidad no debe limitarse a quienes no enfrentan barreras f\u00edsicas o econ\u00f3micas. Con esta reforma, se busca que la movilidad en Hidalgo sea un derecho efectivo y no condicionado por factores f\u00edsicos o sociales.<\/p>\n\n\n\n<p>Los legisladores subrayaron que la movilidad es un derecho habilitante, ya que permite el acceso a la educaci\u00f3n, la salud, el empleo y la participaci\u00f3n social. Por ello, fortalecer la Ley de Movilidad en Hidalgo representa un paso clave hacia la equidad.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-impacto-legal-y-social-de-la-reforma-en-hidalgo\">Impacto legal y social de la reforma en Hidalgo<\/h2>\n\n\n\n<p>La propuesta de <strong>movilidad universal en Hidalgo<\/strong> establece bases jur\u00eddicas claras para que autoridades estatales y municipales integren el enfoque de dise\u00f1o universal desde la etapa inicial de los proyectos. Con ello, la reforma a la Ley de Movilidad en Hidalgo pretende evitar medidas correctivas posteriores y avanzar hacia ciudades m\u00e1s
